Cenk Şen

Türksat A.Ş. General Manager

He was born in 1970 in İzmir. He completed his primary and secondary education in town of Torbali, İzmir. He completed his high school education in Izmir. He graduated in 1992 from Army War College Electrical and Electronic Engineering Department with honors.  He served as combat officer in the Turkish Armed Forces in various ranks in different fields including Cable, Radio and Satellite Communications Systems and Encryption, Information Security, Electronic Combat.

Between 1995-1996, he served as Information and Communication Technologies of Turkish troops at the NATO Peace Force in Bosnia Herzegovina. He commanded the Safe Communication, Network safety and resistance against threats infrastructures.

He completed supplementary education at the Middle East Technical University (METU) Computer Engineering Department between 1998-1999 and received his bachelor degree in this field. He received master’s degree at Bilkent University Computer Engineering Departments in 2002. He made studies on Data Mining and Big Data.

He had worked in various different ranks at the Turkish Armed Forces and NATO since 2002 as software specialist, team leader and project managers during the development of Command and Control software and as a part of projects for founding and extending safe network infrastructures. He took active roles in the number of Combat and Information System as well as Cyber Security Exercises which are organized nationally or jointly with the NATO. He participated in various trainings about Network Based Structures, Cyber Safety, and Information System Safety in the USA between 2004-2005.

Since 2005, he worked at the “Multi-Sided Interoperability Program”  that is an international institution developing technical solutions in an effort to maintain operability with the software programs of various different countries.

He retired from the Turkish Armed Forces in 2014 with Senior Colonel after 22 years of successful service. During his services he received four year early promotion due to his success.

In 2014, he was appointed as the Deputy General Manager of the Social Security Institution (SGK) responsible for operating and developing the nation wide information system infrastructure and coordination of institution’s Information System and Cyber Safety. During this period, he carried out various different projects concerning the software programs used in the SGK, development and improvement of information system infrastructure as well as transfer of SGK’s information system architecture to new technologies such as cloud computing.

On April 7, 2016, he was appointed as the General Manager of TÜRSAT by the Executive Board of the corporation.

Cenk ŞEN is married with two children and speaks English. 


Türksat A.Ş. Deputy General Manager

He was born in Karaman in 1981. He completed his primary education in Karaman and his secondary education in Istanbul. He continued his high school education at Kartal Anadolu Imam Hatip High School and Private Hekimoğlu High School.


He graduated from Marmara University Faculty of Economics and Administrative Sciences Department with a degree in Economics (English) in 2003. In 2015, he received his associate degree from the Department of Theology from Anadolu University Distance Education. His post graduate education which he started in Selçuk University Economics Department in 2008 is still ongoing.


Between 2002 and 2003, he worked as a production planning personnel at Kombassan Kağıt A.Ş. After completing his military service in 2004, he started working as Central Anatolia Region Financial Analysis and Intelligence Specialist at Kuveyt Türk Participation Bank A.Ş. Up until 2009, he worked under various titles such as specialist and manager.


Between 2009 and 2012, he served as Vice President of Corporate and Commercial Credits within the Bank's General Directorate. During his duty and within the scope of General Directorate's authority, he was involved in the evaluation of Financial Analysis and Intelligence reports prepared for loan applications, customer visits, receiving intelligence from the market and other banks, and the process of approving or rejecting the credit limit as a result.


As part of the agreement between the Credit Guarantee Fund and the bank, he represented the bank for three months. Besides this, as one of the trainers for the institution of the bank, he provided financial analysis, construction and contracting company analysis and credit techniques trainings to new employees or former employees.


Lastly, he served as the Central Anatolian Regional Credits Manager of the bank between 2012 and 2013.


Between 2014 and 2017, he served as Türksat A.Ş. Finance Director. During these duties, he undertook the management of the tasks and processes under the main headings of the Finance Directorate within the scope of the mission definition: cash management, bank relations, participations, receivables follow-up, relations with the Undersecretariat of Treasury, financial analysis and reporting, and satellite insurance transactions. He was actively involved in activities such as improving the cable sector subscription processes, Türksat 5A and Türksat 5B project commission operations, independent audit works of the company's financial statements, as well as the company's ERP transition process. He carried out the domestic and international investment financing operations for the Türksat 5A and Türksat 5B satellite projects.


Mr. Çavuşoğlu was appointed Türksat A.Ş. Deputy General Manager on December 22, 2016. 


Having a good command of English and moderate knowledge of Arabic, Mr. Çavuşoğlu is married and has three children.

Abdülkadir Şener

Abdulkadir ŞENER

Türksat A.Ş. Deputy General Manager

He was born in 1979 in Samsun. He completed his primary and secondary education in Maden district of Elazığ and Niksar district of Tokat, respectively. He completed high school education in Bozkır district of Konya.

He graduated in 2001 from the Industrial Engineering Department of Selçuk University. After completing his military service in Sivas, he worked at Konya Chamber of Industry between the years 2002 and 2004.

He has started to work at Türksat A.Ş. as of the end of 2004. He worked as the Manager of Cable TV Investments and Projects between the years 2006 and 2008. He was assigned in 2008 as the Director of the Infrastructure and Operation of Cable TV Systems.

He worked in the process of transferring cable services to Türksat A.Ş. and restructuring during the privatization of Türk Telekom. In addition to renovation and improvement of the cable TV network, he participated in the projects for developing the material and service standards in the business processes.

He took charge in maintenance and renovation of the cable infrastructure in 22 distinct cities across Turkey as well as determination of business processes and monitoring of malfunction processes.

In addition to integration of the national address database, geographical information systems, and mobile applications as well as development of the integrated software intended for monitoring, reporting, and implementation of subscription, malfunction, project, and material monitoring processes, he worked in the establishment of quality assurance system of our company.

Mr. Abdulkadir Şener has been assigned on April 22nd, 2014, as the Deputy General Manager responsible for the Cable services.

Having a good command of English, Mr. Şener is married and has two children.

Hasan Hüseyin ERTOK

Türksat A.Ş. Deputy General Manager

He was born in Ankara in 1977.

He finished Private Muradiye Science High School in 1996 and in 2000 graduated from Hacettepe University Department of Electrical and Electronics Engineering. In 2003, he completed his master's degree in Computer Science at the New Jersey Institute of Technology in the United States. He is currently working on his doctorate in the Computer Engineering field at Yıldırım Beyazıt University.

He began his career in 2004 as a database specialist for a retail company in the state of New Jersey located in the US. Up until 2006, he worked as a software engineer and manager in the telecommunication field in the US.

He joined Türksat A.Ş. as a specialist in the year 2006 and took on data processing and satellite software responsibilities as part of the Türksat-3A Satellite Project Technology Transfer Program in France between the years 2006-2007. From 2007 to 2014, he worked on several projects in the field of communication satellite design and other satellite technologies as part of the Research Development and Satellite Design Directorate.

From 2014 to 2017, he worked as the Director for Research Development and Satellite Design Department. As the Director for Research Development and Satellite Design, he carried out projects like Air Platform (Balloon), Regional Positioning and Positioning Support System, Türksat 6A National Communication Satellite, Space Observation Tracking and Warning System Development, Planary Satellite Antenna Development Projects. While carrying out his duties as the Director for Research Development and Satellite Design Department he was appointed Deputy General Manager of Satellite Operations on February 9, 2017.

Having a good command of English, Mr. Ertok is married and has a child.



Dr. Halil Yeşilçimen

Türksat A.Ş. Deputy General Manager

He was born in 1962 in Bursa. He completed his primary education in Bursa Atatürk Primary School, whereas the Secondary and High School education in Bursa All-Male High School. Graduated from the Electronic Engineering Department of Uludağ University in 1984, Mr. Yeşilçimen received his master's degree from the same university and the doctorate degree from the Engineering Faculty of Sussex University of England.

He returned to Turkey in 1996 and had been assigned as an assistant professor to Electronic Engineering Department of the Engineering Faculty of Uludağ University. In the university, he taught digital design, microprocessor-based system design, computer programming, and industrial automation. He provided, within the framework of University-Industry cooperation, consultancy for the projects intended for "elimination of problems in the electronic ticketing system used for Bursa transportation" (Burulaş A.Ş.) and "control of water consumption and provision of water savings by means of electronic counters" (Buski).

He worked as the Director of the Information Security and Management Department of ÖSYM during the period between April 2011 and October 2014. Mr. Yeşilçimen carried out the implementation and commissioning of many software projects such as e-exam software, Candidate Procedures, Exam Procedures, Placement Procedures, and Question Pool as well as the renovation of the computing infrastructure of ÖSYM. Mr. Yeşilçimen has been assigned as a Deputy General Manager of Türksat A.Ş. on October 15th, 2014.

Mustafa Çavuşoğlu


Türksat A.Ş. Head of Internal Audit

He was born in 1974 in Ordu. He completed his primary and secondary education in the same place. He completed his higher education in the Public Administration Department of the Faculty of Political Sciences of Istanbul University. His has taken his master degree, which was on internal and external audits, from the Faculty of Economics and Administrative Sciences of Selçuk University.

He started his career as an assistant auditor in the Ministry of Agriculture. He also worked in the Minister's Private Office and the con consultancy department of the Minister/Undersecretary. He took an active in restructuring various agricultural organizations, providing managerial transparency, developing financial infrastructures and accounting systems for agricultural civil organizations, and legislative works. He also provided consultancy for the ministry administration.

Mr. Çavuşoğlu, who was the first Public Internal Auditor assigned to TÜBİTAK in 2005, worked as an Internal Audit Director of the same institution during the period 2005-2014. Worked in the said institution with respect to internal audits, Mr. Çavuşoğlu worked for many years about audit transparency, developing new audit models, compliance with international standards on auditing, future of internal audit, and the expectations.

He provided financial and risk consultancy for the president of TÜBİTAK and took an active role on the establishment of internal control and internal audit systems. Mr. Mustafa Çavuşoğlu prepared corporate risk analyses and engaged in introductory activities on the guidance function of audits. He provided trainings on economic and efficient utilization of resources, developed systems, and conducted academic studies.

Mr. Çavuşoğlu, who has been assigned on April 2014 to TÜRKSAT A.Ş. as the Head of Internal Audit and possesses a Public Internal Audit Certificate, is fluent in English, marries, and has two children.



Türksat A.Ş. Legal Counsel

He was born in 1972 in Çorum. He completed his primary and secondary education in the same place. He graduated from the Faculty of Law of Ankara University in 1995.

Following the law internship, he completed his military service as the Head of the Military Recruiting Office in Akdağmadeni of Yozgat. After 7 years of freelance attorneyship, he has started to work for the Legal Consultancy Department of Türksat A.Ş. in 2005 as an attorney.

He worked as the Director of the Litigation Department of the same institution and took charge in numerous domestic and foreign projects as a legal counsel.
Mr. Mehmet Çerikçi, who also worked for the Grand National Assembly of Turkey as a counsel, has been assigned to Türksat as the Legal Counsel on 21.04.2014. Mr. Çerikçi, who speaks English, is married and has two children.
